I've never heard of that, but if Star Trek is type 1, we are probably type -3 since the technology of today doesn't compare to that of Star Trek.

Here are the steps:
I: Harness all the energy of a planet (preferably without destroying it).
II: Same thing with a star (see also

III: Same thing with a galaxy.

I actually watched a show about a guy talking about that. He was talking about the possibilty of aliens. He said that our technology is too primitive for anything to pay attention to us. For example, an anthill on the side of a freeway. No one is going to pay attention to it. Same with us. He did say something about when we are able to harness the power of a star, isone of the steps we need to take to start moving into type 1. His name is Michio Kaku. Look up his name on YouTube and watch some of his videos because this guy is really smart.
