I'm not sure if somebody here is familiar with Static Shock, but this character reminds of a certain someone from Tetsuwan Atom 2003 version:

I remember watching Static Shock, though I don't remember the show that well. Are you referring to Atlas from the 2003 version?

Yes, it reminds the 2003 Atlas a lot. Specially the fact that character even try to get rid of his father's employers and pretend to be a somewhat good son in front of his father without doing mentions of his crimes.
