Hmm, I can't say I'm surprised. ban always seems to find himself in the weirdest predicaments, doesn't he? Especially in the Astro Boy manga.

Maybe Strange Wings can translate the page?

The kanji characters are too blurry to be recognizable, but the Japanese writing roughly translates as "In the middle of Tokyo ....?..... machines and robots were going berserk".
Neither I don't know which story this panel was taken from. Maybe Jeffbert can shed some light here?

Without looking at my newly acquired UNIT 2 reprints, I am near certain that it is MAD MACHINE. I will check tomorrow.

I just checked the books, & this is panel #2 of MAD MACHINE's small format book:

However, the story starts in the large format book, which contains 93 panels; yet, the last few panels are repeated beginning with SF #3, which seems similar to LF's 88th. Thus, the one in question is a recap.

The guy holding the gun looks a lot like the Joker from Batman.

I know that Mad machine appeared in the Dark Horse collection but I don't remember that panel being there. I guess the story was edited before being reprinted.

That is Count Bat / Pedan-hakase, the title character of the very next story. I do not know why they put that image on that volume.

Also noticed that Atom is colored in with a very red nose. He reminds me of W.C. Fields in that frame!
Also the DH collected version of Mad Machine has a different (smaller) frame instead of the one in that photo.
I guess that is one of the ones that Tezuka re-drew latter on. I think his earlier drawing was better (more detail).
