I think this is just the now-outdated tradition of cute; little kids being immodest, & constantly out-growing their clothes, & such. Shirley Temple was often shown wearing a dress that was rather revealing until she turned 10 or so.

I like the movies Shirley Temple acted in.

It's very interesting to see old white-and-black movies like that, and besides she sings and dances well.
