I saw Gulliver's Travels a few years ago, & see some possible influences of Tezuka. Atom's parents, a tall slender mama & short plump papa seem very similar to the queen & king of Lilliput.
At first, I was sure they had been modeled upon Disney characters, bvut since then, not so much. 
One of Atom's 3 dreams is based on the story told in Adventures of Prince Achmed. The story itself is from ARABIAN NIGHTS, the Villain (Hamegg as Ali Badream) abducts the princess, steals the flying horse, etc.
