finding a bathroom in Japan

An electronic sign in a train station showing which bathroom stalls are in use!
Looks like most of them are 'squatters'!
The 'western' style toilet stalls also have 'baby chairs'.
Can anyone tell if this is the 'mens' 'womens' or 'family' bathroom?
