That's Dorian Harewood, an African-American actor. I think the biggest thing he's been in was the Terminator TV series, but yes, he's got a lovely voice.

As for the Pluto movie...if it's animated, I nominate Tim Curry as a voice. If it's live-action...well, there's plenty of people who can emulate the hair. On my last day of a work, a guy with dead-on Pluto Tenma hair came into the restaurant with his boyfriend.

Re: Tenma voice - so 03 Tenma's actor was also African-American (like James Earl Jones doing Darth Vader) -- very similar voices (kind of a Star Wars rip-off, but I don't care, it's such a delicious voice to listen to. And Tenma has far more lovable moments than Darth).
