Maybe Astro is not chubby (entirely), but this picture makes me want to pinch his chubby cheeks .

You could say he looks "chubby" but it's more the style of illustration, to my eye. The only anime where Astro actually looked slender was in the 60's version.

It would make sense that he would actually be "skinny" as Tenma is tall and very thin, but it seems as they made Atom "younger" looking they gave him "baby fat" to make him "cuter" and more "cuddly"

I don't think he looks outright "heavy" though.

Agreed, I think they did make him look like that in the anime for those reasons. Can't say he was like this in the movie as much.

Only thing about the 03 series is that his shorts kinda make him look "chubby." They way his briefs look big in certain shots in the 03 anime make it look more like he's wearing a diaper some times, only it's spray painted black. It looked a little strange to me to be honest.

I mentioned this to someone else and she said in the 03 series Astro had a "bubble butt."

As for this shot if he looks chubby? No he doesn't IMO.

Something interesting to point out is that Astro's shorts area is always bubbly. Rather than being a continuation of the lines from his stomach or his back, there's almost always a new circular line for his shorts, in effect giving a bit of a diaper effect. So you could say the outline of the front of his body (minus head and legs) is like a B, and the back is like a d. All part of making him look cute I'm sure. Tezuka had a real talent for making cuteness (and yes, erotism too) with his circular lines. It's already been analyzed a lot elsewhere, but usually more in reference to erotism. I'd be lieing if I said I didn't think there was a degree of erotism in the way Tezuka drew child characters. The extreme cuteness of his characters is responsible for "moe" after all. But yes, I too was annoyed by characters (mostly Astro) going constantly off-model in the 03 series. The best way to go is usually have an animation director for each character who make sure the design stays the same the whole series, but I'm not sure it was done for this series. They probably outsourced the animation for some scenes too.
