Lamp played a few decent guys. Although he was a bad guy in

E: 63 Shipwreck in Space
He would not leave Atom marooned on the moon, but rather than guarantee his own safe return to Earth, insisted that Atom go with him.
In J: 142nd Episode: Minya's Star
He was an elderly man who was marooned on an asteroid, who was rather a pitiful character, in that he was related to the late Lt Minya, who was earlier marooned there. His mourning for her was really touching.
He was the stowaway in
J: 74th Episode: Earth Expedition
E: 65 Mission to the Middle of the World
Who, although a reporter, he supports the usurper's coup attempt, but soon repents. In this role, he is like Norse Necktall, who usually plays the trouble-making reporter.
& he seems to be Cyborg 007, although without his trademark glasses.

And, wow, after watching 26 episodes of the newest 009 series, and reading the first 5 volumes of the manga, it never occured to me once ever since I first saw Lamp...

Ishinomori Shotaro (Onodera Shotaro) was greatly influenced by Tezuka's work. I can only imagine he was fully aware on the similarities between Lamp and 007, and to some extent purposely made it so.
