"Banned" is not the correct word I think. "Censored" would be more correct: they have a political context, which the cartoons we are accustomed to lack.

Well they promote these cartoons as "the banned" on the internet. I think the artists and academy of Arts consider it a ban.....

To be a "banned" cartoon, it's enough for a single TV station in any country to have banned it for any length of time. So there's all kinds of cartoons (and books and commercials and music videos) that are "banned" but don't really have any current broadcast restrictions. Or in some regions were never banned at all.
