Picture the caption game

If you don't know what's going on, Astro looks very uncomfortable.

I feel this is a game in which we can put basically everything out of its original context to match the quote.

In any case, Astro may not feel safe in Tenma's arms because Tenma hadn't been nice to him... but then it could be argued that such a powerful robot shouldn't be scared of a human being without any weapon on him. So to me it may just as well be that Tenma holds him because he doesn't feel safe. As long as one can see a link between the picture and the quote, I would say the goal is met.
