No, I'm fairly certain it's an official ad. It looks a lot like the modern art you see on the official Tezuka site or on any ad featuring Astro Boy. It even has a space background just like the credit card.

Yeah, it makes sense now. At first, poor and hungry kids plus a skeleton, then Astro finds the heart, and then the positive things like the corn and the birds. Then of course, its the card.
