It's the Hyotantsugi, a weird character that Osamu Tezuka used to draw in many places just for fun :p

Those are all pretty neat, but I picked hypnotized. A Tezuka, Unico, Black Jack, happy skull, or an angry smiley with glowing red eyes would all be pretty neat.
