Does anybody know why this ad was banned? Was it just because there's a ten year-old boy driving a car?

I think it was banned because it 'suggested' that little kids could or should drive like Cruella Deville. However, I think it was ok to show them fantasizing, but it went too far in some of the stunts. People just do not interrpret it as a child's fantasy. Our culture is too likely to miss the metaphor and interpret things concretely.
