I rewatched the Japanese version because there have been so many debates about her. Yes, her.
The confusion comes from the feminine, yet somewhat androgynous child referring to herself using the term "Boku", which in Japanese is the male version of "I". Yet, other characters refer to her using feminine terms.
I wondered why this was. What, did she not have a gender? Was she a hermophrodite?
Ah, then it hit me. Denkou was raised from the moment of her birth by Skunk's gang, even if they had kidnapped her and were merely using her. The men all refer to themselves by the term "boku", so it makes sense that she would too.
In the English version, she doesn't refer to herself that way, because in the English language, there is only one term for "I", and to refer to herself as a specific gender would have required her to have spoken about herself in the third person. Still, perhaps if she had, she might have thought she was a "he"?
Well, there you go, guys. I finally figured it out.
Daichi, over and out.

How could you think this was a guy anyway...?
