Anyway, the bar on the side reads "82nd Tezuka Award".
The Tezuka Award is a semi-annual award offered by the Japanese publisher Shueisha, under the auspices of its Weekly Shonen Jump magazine.As for the message under Osamu Tezuka, that message is giving an encouraging message to the children in Tohoku who suffered from the March 11 earthquake and tsunami. It reads something like "Even from the destruction of the earthquake, children from humble beginnings can reach long-term big goals in the future." Again, this is a very rough translation, but it gets the point across at least.
I believe the other four mangaka (Akira Toriyama, Masashi Kishimoto, Eiichiro Oda, and
Hiroyuki Asada) are giving encouraging words to the children who suffered from the earthquake as well.
