If the mermaid resembles Neptina, or Arial, Pipiko, or her male version, Pipy for that matter, I think it should be obvious that while not human they have enough human characteristics to qualify for human rights. Though some people might disagree, as Fafner has already stated, there are birth defects that make their victims appearances quite odd. In the old days, such were called monsters, and deprived of inheriting either titles or properties. In the Hunchback of Notre Dame, Quasimodo as one such monster, was regarded as somewhat less than human. How dare he have eyes for Esmeralda!
