Yes, it's the beginning of the opening theme. Unfortunately, the 'Atlas Theme' doesn't have any lyrics, otherwise I would've used those instead.

Now that I think of it: I remember reading that Tezuka himself used to play the accordion to entertain friends & family. He was also very skilled on the piano.
