Well, he was shown to be quite capable of eating noodles in the "Hot Dog Corps" chapter in the manga series, it's just that the noodles got tangled around his nose later.

I did read somewhere that O'Shay/Elefun's nose posed a real problem for the animators of the 2009 movie (if it stayed in proper perspective, you wouldn't be able to see his eyes in many scenes). So his nose is intentionally not drawn as it "should" be in many scenes (same with Astro's spikes) - Tezuka's designs are, indeed, larger than life!

Tenma's got a pretty big schnoz too -- but Elefun's is "bouncy" and that's what makes it sooooo SILLY!!

Also in the '03 series if you look closely his nose kind of hangs down-but SOMEHOW his ears and mouth could always be seen...
