I'm (slowly) working my way through making as many subtitles as possible to make Tezuka anime watchable for us who don't understand Japanese. Right now, I mostly do this by ripping fan subs or bootleg subs and converting them to a format that can work over a DVD imported from Japan. In some cases, when only an English dub is available, I will try to rewrite the dub manually, fixing some of the things that are obviously different from the Japanese dub at the same time, so that it can be used to watch the show in its original language. In the case of bootleg subs, I even try to fix the grammar as best as I can.
You can check out the link in my signature to see my progress.
Of course, it goes without saying that people who are interested in what I've done so far can e-mail me. Also, I welcome any suggestions of what to sub next (always considering that I do not understand Japanese so I do not do actual translations). Also, I think it would be great if we worked together on some things. For instance I have 26 subs of Astro Boy 2003 (the second half) that use terrible grammar. It would be great if we shared the work to have each person do one episode, using the English dub as a guide for sentences that are just downright unintelligible.
Tezuka subtitles
I can help with deciphering the bootleg subtitles for the 2003 series; my skill with Japanese is pretty good and I don't have much trouble with breaking apart engrish.
I'm working now and nearing some midterm projects, so I might not have a lot of free time (like, half the week is full at any given time) but I'd be glad to help with this.

Does that also mean you have a good ear?
Thanks to the bootlegs, I used to think the robots were saying "Gear One Motor Change"... and it certainly sounded like that for awhile until I was pointed out that it was Geoworm.
Fauna: Nice.
Shoot me an email and I can send you the subs. They can be opened and edited with Notepad or any text editor. I've already started the last 2 episodes myself (I find it more interesting to start with the end lol).
Astronomical girl: it only works if you have an IRC client or Firefox. Otherwise, you have to go here: http://02.chat.mibbit.com/ Choose IRCHighWay in the menu, choose a one-word nick, and type #tezuka in the last box.

@F-Man: Email sent! I might actually have a little more time than I thought to work on the subs, so this should be fun.
@Dr. Jerk: I'm not so good with nd translating more complex words as they're said to me, but I'm pretty good with knowing how to write them as they are.

THIS IS AWESOME!!! I'm pretty good with grammer . . . probably too busy until after the holidays, but then, I'd be happy to check it out and see if I can help.
I am DYING to see the original 60's anime that never got translated. That would be great, but it's ALLLLL GOOD!!

So am I. We can write subs based on the dub in order to watch episodes in Japanese with English subtitles, but that would unfortunately be only for the episodes that were dubbed to begin with.
It's really too bad that no fan subber has ever picked up this series. Being the first anime series ever made, and one of the most inspirational sci-fi stories of the 20th century as I like to call it, you'd think there would be more interest...
