I personally think people just made that up to not refer to their actual placement. The guns are nowhere placed near his hips.

The original manga correctly refers them being in his "rear-end".

I agree, though I did see at least one instance where they seemed in the hips. It was common however that this would change and not adhere to any continuity standard. In the anime series Astro sometimes recharged through his chest and sometimes no. And there was this one time in the manga that a grown man had to recharge him for a long time, and Astro took in fuel closer to his belt than usual, so it was almost on his back instead of his butt, and you could sort of imagine why it was made like that this one time. XD

While I'm talking about recharging, I personally think Tezuka made Astro recharge through his rear end to make a joke based on the fact we also refuel cars through the back, or close to it.
