Because in the uncommon event where someone - whether human or spambot - has joined just to PM spam or chain letters to other members. If it's a spambot, the time usually makes them lose focus on the site and move to another one, but if it's a human, the time gives them enough of a break to make them think about whether or not they should be spamming the PM system.

A spambot is a program whose purpose is to only join forums, or other such places, with the intention of posting nothing but spam which are usually advertisements to things that should not be trusted.

If one should see a spambot post, it is better to just report and ignore them.

It's because so people can advertise their stupid sites selling stupid crap. That's why the spambots are programmed to post nothing but advertisements.
