They Are! A company called Terrafugia are working on The Transition which has wings that unfold for flying. It's Small enough to fit in your garage, but you need a runway to take off. There supposed to be released by the end of this year.

Think of all the problems we have with cars right now--energy efficiency, pollution, drunk driving, etc. Now add flying to that.
