Yeah but Tobio had those spikes too, so it's not just a "robot thing" - right? Or maybe not, in some versions Tobio appears to have wavy "cowlick" that tend to twirl into two "spikes"
It's just "me" - I've always felt they look too comical or silly, but they are his trademark....

Yes Tobio did have them too. But as a robot, it makes more sense. Atom was an earlier humanoid robot, in comparison to other robots such as Nuka. Perhaps realistic hair on robots was simply not possible then.
Atom was designed in mind with both the fact that Tezuka's hair would often 'spike up' after taking a shower, and with Mickey Mouse's ears in mind. Spikes would be easier to do that.
Although in the earlier versions of Captain Atom, his hair was more like Cobalt's.

Oh thanks for reminding me of Mickey Mouse's ears, Dr. Jerk, I had heard that but totally forgotten. I did not know about Tezuka!
I agree it makes more sense on a robot. It looks like they made Tobio's hairstyle to match Astro's, not the other way around.
And to try to remain on the technical side, I am thinking that if he had a wig or something, he'd become bald every week with the kind of mission he is given.
And it would be pretty boring if his hairstyle was flat, so I guess they had to do something.
But wouldn't be it dangerous to others?
Imagine children standing up in a subway, and it breaks suddenly... And then somebody slamming into Astro, ouch!

I don't mind so much in the anime, but in the 2009 film his spikes look unnatural compared to the hair of the real humans. At first sight of him I would scream "ROBOT!"

Astro's hairstyle doesn't fit his gentle personality. Yup. We all know that. BUT...
Here's the thing: When Tobio was Tobio, he did his hair in realative(spelled wrong 'cause I'm dumb) 'spikes' or similar. Tobio was like his dad, he didn't really spend time enjoying life or even thinking about others. Just himself and the machines. When Tenma rebuilt him he gave him spikes, like he ought to have had.
Astro was different than Tobio. (Or should I say Atom if I'm talking about Tobio? Whatever) So his appearance no longer fit him.

I think Astro's hairstyle is superb!
The pointy hairline on his forehead kinda hints for opening the '3rd eye', altough its not as obvious as in Tezuka's "Three-Eyed One".
And Astro's hair points display the ancient canon of sacred geometry, gathering tachyon energy out of scalar waves.
