Is this a homage to somebody?

The beret must indicate an artist, maybe a mangaka. But I wonder who would have such a beard and mustache, certainly not Shotaro Ishinomori.

I was thinking, except for what appears a mustache & beard, this was Tezuka. But the image is just too small for certainty.

I dunno, the one in this picture has clothes almost entirely red except for the blue sleeves (forgive my colourblindess if I do any mistake). Looks like he has a bib. The only thing red in that 1980's Astro Boy pic is the tie. Oh and I'm almost sure he's missing glasses.

I think he is wearing glasses. The "ginormous eyeballs" are the glasses themselves. I can tell because I can see they are "linked" to the left ear (the right in the image).
