This is not Tezuka, it´s a caricature of Ishinomori himself. This hat is used by all mangaka from Tokiwa-So, including Fujiko Fujio ao others. Check:

Yeah, I was just about to say that berets used to be pretty popular with mangaka. I wouldn't think they'd show Tezuka as a bearded redhead.

But I just couldn't get over that beard and mustache. But hey, if this is some alcoholic beverage or something, maybe it's supposed to be a joke by fusing Ishinomori with some other well-know face on alcohol bottles in Japan?
