I don't know who Lt. Commander Data is. But if it was Astro Boy vs Mega Man, I think Astro Boy would win.

Astro Boy definitely has the speed and power. As for intelligence, it's a bit harder to decide. Mega Man is said to have "reckless behaviour", so that makes me assume he wouldn't be as careful a thinker. So Astro miiight win in intelligence too? Not sure.
