My question is, why is Astro boy hair and Tobio's hair different colors? It's not like Astros hair couldn't be brown or Tobio's hair couldn't be black!
If doctor tenma wanted to make a robot identical to tobio, then why change his hair color?
I've always wanted to know if there was a reasonable explanation...

In my opinion, I think giving Tobio brown hair helped give it that extra feeling that Astro Boy is different. The brown also made Tobio's hair look extra soft and fluffy than it would have looked if it were black, it helped contrast against how metallic Astro Boy's head looked. On a similar note, it was clear realistic hair could be achieved on robots such as Epsilon, so why didn't Professor Tenma give Astro Boy realistic hair instead of the metallic head shaped like hair he got? It did come in handy though, don't need a bald Astro every time he sets on fire.
The hair colour change is as mysterious as Professor Tenma's eye colour change (blue in Akira Himekawa's comic adaption). Perhaps the creators of the 2003 series just wanted to?

The hair and eye color changes are part of the modifications made since Osamu Tezuka's death, and - indeed - one could argue that they don't make sense!
Yet if you look at the original manga and also the 1960's anime you'll see that Tobio/Astor DID have black hair, and it wasn't "fluffy" - but "spikey" as if he had gelled it into points. It's also black in the 1980's anime.
This seems much more logical to my mind, but maybe the people working on the 21st century version of Astro wanted Tobio to look more dramatically different from his robot counterpart. Good question, I've often wondered about that too!
