So, I was thinking the concept of little sister and I concluded it is more fitting for Uran being very young in both physical appearance and personality.
Looking like a 5, 6 or 7 little girl would look like the little sister which any protagonist would like to protect and look after.
What do you think?

Isn't she around that age in the 1980s series? But yes, I feel Uran is more interesting when portrayed younger. Although Atom has his baby sibling Ti-tan as well in the earlier 1960s cartoon/original comic.
I think younger characters create funny moments that cause less than desired results for the protagonist in stories. But this is something Uran already does, even in the 2000s series.

Chi-tan is pretty obsolete, because it doesn't make sense an advanced AI capable of feelings being wasted in a baby body which is incapable of learn or talk coherently.

The way you say Ti-tan is obsolete is like saying Uran is obsolete because Atom is more advanced than her. Ti-tan had his own purpose, it doesn't make him any less valuable than Uran just because he doesn't have the same level of intellect programmed. Also baby robots would have their use in the world, such as things like teaching someone how to parent before they have a real child of their own, etc.
I like that Atom had more than one sibling, I actually wish his siblings and parents had continued to be present in the later versions of the series. But to each their own opinion.

And if was not for her in both 1983 and 2003 series, then Atom would be lonely.

She's always been around six or seven, since Atom is around eight or nine. (headcanon dictates around a two-year difference)
Anyways, the 2003 series wasn't about lonliness. Neglect does have a place in this series (as it does in almost every Atom series), but it is not the sole focus. And different siblings, of differing ages and/or age groups (like infancy, to early childhood, to preteen, to adolescence, and so on), can create ample room in which to explore the types of relationship each sibling has with each other, both as individuals and a whole, as well as how they interact with non-family members, like friends, pets, and mentors/teachers or other such authority figures.
The only reason you see Uran as being more relevant than the rest of Atom's family, is because of limited exoposure. Just because they aren't relevant today, doesn't mean they couldn't be made to be relevant in future incarnations. I, for one, would enjoy seeing the characters come together once again. They would make an interesting combination of several age groups (especially if they decided to make Cobalt the eldest again- just as long as it fits better into the plot than the '60s interpretation).

You said the series was not about lonelyness, but what drove Tobio to ride a bike and get killed in a crash after his father said he would replace his robot friend with a more advanced one. Tobio knew that if Robita was replaced with another, then he would feel lonely. Another model robot would not be the same, because it wasn't Robita who was always with him when his father was not around.
Also, what drove Dr. Tenma to insanity?
Oh, yes he lost his only son, because he was not listening to him and was married to work.
A single parent figure is more important, because the character understand it's value when it was too late.
Mr. Tokugawa from the 2003 series was more caring about his company than his OWN and ONLY son, right? He only came to the realization when it was too late since Daichi died and the robot son went insane due the lack of love which Daichi had to deal.
If you have a single brother or sister and just your father or mother, then you would not like to lose them.
So, we can understand Atom's own concern about the possibility of losing Uran in Micro Machines, because he admitted that he didin't took good care of her and was his only sibling.

The scene which Atom gets shocked after a scientist suggested Uran to be disassembled first, before taking down the nano robot was pretty strong, since he knew how it would be painful. Imagine: his only sister got infected and to get rid of the invasor, she had to be disassembled (a robot being disassembled is pretty disturbing, and we were unlucky to see Ryoka being disassembled on screen O_o).
At least Dr. Minimini appeared with his invention, even though he was the mastermind of everything and was up no good.
Being so young and having to suffer a lot sounds pretty bad, right?
And since Atom is the main character, is more suitable for him being the only older brother, so he can have more responsability toward Uran and having the corcern of looking after her.
Another point that makes Atom more suitable to be the only older brother is the fact he is based in Tobio Tenma and the 2003 series explored even the fact he even had Tobio's latent memories.
Also, it's touching that despite all the odds, Uran also looks up to protect Atom as well.
Though, I don't expect them make Uran fights a brute guy like Pluto to save Atom somehow.

My deep wish is that we might someday know what Dr. Tezuka had in mind.
He certainly made very dramatic changes between manga/1960's and the 1980's series.
I'd say Uran's part in the whole story is much more developed and highlighted in the 80's series (remember, he had nothing to do with the 2003 version).
I think he ignored Cobalt and Ti-tan in favor if focusing on Uran as a character with almost as much "star power" as Atom. He also developed the personalities of Atom's parents much more in the 80's series (they seemed to be almost comedic and bumbling - especially the father).
And I agree - he seemed to make Uran considerably younger than Atom - and probably because it really boosts the "Awwwww she's so CUTE!" element. Heck, she even had her own theme song with words!

There was many reasons that other siblings got omitted, but then again is much more touching for Atom caring and looking after a little sister than having other siblings.
And yet, I do know that Tezuka was long time dead before the inclusion of the series.
I like so much the relationship of Atom and Uran, because it reflects that I was NOT a good brother.
Strange, isn't? Also, most animes which I had watched showed a elder brother being a bad example and as well mean with their little sisters, despite still caring them.
Atom is not like this, once he learned the importance of looking after Uran in the 2003 series, he become more patient and nicer to her.
Then again, if a protagonist have a little sister, then he'll do his best to be a good example and not careless with his own sister's safety.
Toyia from Card Captor Sakura was often rude with his little sister, but at same time was looking up to protect her.
However, learning that we should not be rude with our young simblings is much better than hidding that we do care with them, so Atom is much better in that concept.

Heh, I'm the youngest, and I get all kinds of flak from my siblings.
Actually, though, April has a point: perhaps part of the reason for the others' omission WAS "Star Power"! After all, I think I read somewhere that she was considered to be the most popular of his younger siblings, rivaling Atom's own popularity.
(Of course, that doesn't mean we should toss out good characters, just because they weren't popular enough back in the day- who knows, they could all be a huge hit if we gave them a chance!
It's like saying Jetter Mars doesn't deserve some props, just 'cuz the main populace didn't like him- all of these characters still have their fans.)
