It looks like an in-joke to me. In computer science
strong AI is a program that can be as intelligent as a human. The usual way to determine this is the
Turing test, that is have a human communicate with such a program without his/her knowledge, and if the human thinks he/she was communicating with another human while it was in fact a program, then the program passed the test of Turing and is said to be a "strong AI". So far, no program trully passed the Turing test.
The modern way of the Turing test is by using bots, such as Cleverbot. If you really think you have a human on the other end of the connection, then the bot is a strong AI. Cleverbot is trying to reverse the situation by implying that it is the human and you are the program being tested, which is a way of making fun of the Turing test. With pun intended, I would say it is a clever joke

The real sign that someone has become a fanatic is that he completely loses his sense of humor about some important facet of his life. When humor goes, it means he's lost his perspective.
