Cobalt, while clumsy and gullible, is not really an "air-head", so to speak. In the manga, he had the same IQ as Atom. And while he has similar abilities, and a similar appearance, to his brother in both versions, his personality, from what I'm able to gather, is somewhat different.

There have definitely been other Astros made at different points in the manga/60s anime to where you could totally ship Astro x Astro, though. If you really wanted to, that is.
