Yes, I've read that Manga. It's published by Vertical. It was a very good story, but Tezuka gave up on it before actually reaching a good conclusion. Guess he got side tracked and derailed the story. It's a good read though.

The hair is indeed the Dororo type. I wouldn't be surprised if it was just quite common in Tezuka's artstyle though. Yukio from episode 12 of the regular series also has this kind of hair (and in the manga, I'm almost convinced that he is played by Dororo).

Definitely the Dororo character design at least, as we all know how much Tezuka reuses his designs for all his wonderful stories. Dororo was fun (depressing, as usual for most of Tezuka's works) but I can definitely see that somewhere Tezuka lost where he was going with it and it just dropped off... his entire premise unanswered and plot unresolved.
It was still fun though and a great addition to the library.
