ok, so is it just me or is some english dubs of tezuka anime just plain bad? I never wanted to come across a black jack english dub, but sadly I did, and you wanna know something? The voice acting was soo terrible that I literally wanted to smash my TV with an oversized leek. lol. Kinda felt the same way when I watched the eng. dub of the 1980s Astro boy. (Hope I'm not offending anyone here.)
I thought they could've done better, but sadly they hardly ever tried. Some dubs (Especially black jack) upset me.

I did not think that the English 1990s Black Jack was bad at all! The voice talents in it might not have 'fit' the characters as well as the original Japanese, but when considering the actual talent and acting is concerned they were spot on and did a good job. The acting was well executed and matched the flaps, it didn't sound like the actors were 'bad' actors and there were very few cases of what one would call 'over acting' (where a line just sounds like it's well... acted, and not natural).
I think your main complaint, as the main complaint is for most dubs all across the board, is that the actual voices themselves seem to not fit the character, and nothing on the actual voice talent. Your other main complaint also might actually be the editing, which also does not have anything to do with the voice talents.
Granted there were a few instances in both the Black Jack dub and the 1980s AB where some lines sounded weird, but this does not mean that the dub is 'bad'.
I do believe that the Japanese dubs were better when it came to voice selection in most situations, but there are some instances where I prefer the English dub. One example of such was the English voice of Pinoko in the 1990s Black Jack. Her Japanese voice made my blood curdle every time she opened her mouth sadly, but to me personally her English voice actor was pleasant to listen to!
Also, a fun fact, several of the voice actors on the 1990s Black Jack turned out to be VERY FAMOUS voice actors in the industry, lending their talents to hit shows such as Tenchi Muyo, Cowboy Bebop and many others. Vic Mignogna was even a voice talent on the show!
I think that truly there are very few 'bad' dubs in existence, and I also believe that the English Black Jack and 1980s Astro Boy do not qualify to be on that list.
There may have been poor direction at times, and maybe poor editing, but not acting most of the time.
So no, I do not think that the dubs were 'just plain bad' as you said, nor do I think it's a fair interpretation.

I agree with diehard67 completely, but Earthshine I can't agree with you much. I really don't think Pinoko's Original Japanese voice was scary to listen to at all. I think people who talk with lisps on anime are very Cute! n_n! But when I listen to that generic english dub of Pinoko, I just go Ew...No...-_-...(lol) I'm sorry, but I just can't stand her english voice, you know? Just like you can't stand her so called "Blood Curdling" Japanese voice. lol.
And yes, I know that some of the voice actors are quite popular, but the Japanese voice actors are much more popular because they have been acting for a very long time, and also more anime are released in Japan more than America. The point is that I think they were trying soo hard to make it sound even better than the Original Japanese version (But that's nearly impossible.) that they just lost track and made it sound kinda bitter; If you know what I mean.

Alright, so I'm not saying all of tezuka english dubs are bad. Actually I thought the cyborg 009 english dub was pretty good! ^_^. This was actually the first tezuka anime I've ever watched and I kinda liked it! I own the 3 disc set, though I lost some of the dvds while moving.

I loved that show! Kikaider as well, but Cyborg 009 wasn't a Tezuka anime, sad to say. It was written by Shotaro Ishinomori and adapted into anime by Toei. It does look a bit like Tezuka's works though. Did you know that they remade Cyborg 009? It looks fantastic, even though I haven't seen it yet.

Wait; Vic Mignogna was in a Tezuka dub? That's awesome!
Personally, I can't really judge when it comes to Tezuka dubs since I've only ever seen the dub for the 2003 Astro Boy series. I imagine that there are better dub jobs out there, but I have yet to encounter them.
I will say though that despite the 03 series not having a great dub, it's certainly not without its merit. The characters all sound as they should, some of the BGMs are kind of fun, and the dialogue can be pretty funny at times. I still agree that the sub is better (and I pray that Animesols will eventually announce a box set for that), but I don't think the dub is so terrible that it's unwatchable.

Oh indeed I believe the originals were better overall as well, but I don't think any of the dubs were in fact bad. I've had the misfortune of seeing bad dubs and the dubs of the 1980s AB and 1990s BJ were oscar worthy in comparison.
As for Vic, yes he was. He was in an episode of the 1990s Black Jack, though I can't remember which one. I remember watching the series and seeing his name in the closing credits and going "huh that's interesting!". The credits don't list who does who either so I couldn't tell you which character he did.
Vic has done a lot of work in his career, most people know his work with Funimation but he worked at other places waaay before he landed roles in Full Metal.
