I'm not sure if he's shielded or not to be honest, I don't think he is. Atom's been shocked before though with tazers and lasers and rendered almost useless. He's also been shown at least in the manga to be sensitive to SOME forms of radiation and "radio waves".

I really don't think it ever was very clear on that.

Yeah. Electro magnets are a very big weakness on Atom's part. If he can be afflicted by them then that only makes sense that he would be sensitive to EMPS.

While Astro is really strong and fast, you guys have a point with the electricity. If Batman shocks Astro with enough electricity until his energy runs out, then Batman could easily win. There's just the problem of actually getting to Astro. I mean he can throw cars and shoot lazers. Batman does have his trusty sidekick Robin to help, but Astro doesn't have a sidekick. (He does have Uran, but let's be honest. She can't really do much but look cute).
Hmm... This is actually a tough question.

You do bring up a good point of how athletic and quick Robin is. He would probably be able to get to Astro quickly.

Well they are trained by Batman himself so it only logically follows that they would be tough to take down.

Dick has his acrobatics.
Jason has brutality
Tim has his tech and his wits (as well as that bo-staff with a taser on it)
Damian has his ninja training. Put a sword in his hand and he's like a little tank.

So each one has their strengths to offer against Atom.
