Here I am posting the URL to the YouTube video because it was posted BY Tezuka Productions themselves!
It is a short clip where a boy is being chased by robots into an old museum where he encounters the deactivated body of Atom in a glass display.

Well, I looked on the website linked in the description (http://tezukaosamu.net/jp/anime/128.html) of the video you have linked, and the title of the film translates as: 'ASTROBOY Astro Boy shining Earth'. The description on the site translates as: Being missed in January 2011 and was closed original animation works only had been screened in theatre in the "KYOTO Tezuka Osamu World". Some ruins boy had been chasing the robot. There was a planet that has been dominated by computer "Gaia" that Tsukashi is a human to repeat the war and environmental destruction. Boy while you are fleeing desperately, to discover the atom, which was exhibited finished the role in 200 years ago. Also, the description of the video translates as: 'Trilogy 3rd that Osamu Tezuka draw. Earth after 200 years, which is dominated by the robots.'
