The notes next to Cobalt's spikes are probably to point out the fact that his spikes stay in the same positions on top of his head, no matter how he turns it or the direction it's facing. Kind of like Atom's, ya know? Except the actual positioning is different, as well as more consistent since Cobalt's stick straight up.
