Unfortunately it is very difficult to find streaming websites that are LEGAL that also have good subs. The website that you provided was not in partnership or affiliated with Tezuka titles at all and in fact it seems all of their anime and content seem to be just from youtube and other media sites. So thus, it's not legal
We do not allow for these kinds of sites to be shared on ABO. There are however some legal anime streaming sites that we do as they are legal, such as crunchyroll!
