Considering the color of his legs, it may be a bootleg of some kind. However, I'm thinking Ambassador Atom. He had weirdly lumpy joints after a certain point in that story, too. However, I was still pretty sure he was wearing his boots...

Early images of Atom have his spikes looking very different. They were thinner, and angled differently.

As for the gymnastics mascot Atom, at least the 80's Atom was relatively proportionate, even if he was tiny.

It really does read Cobalt to me as well. The face is really cute and charming but everything else just seems off-putting to me and very bootleg-ish.

What's up with the toe covers? The paint on his feet doesn't even read as the booties Atom had in the 1980s series.

I'm with Little Brown Fox. I think this is supposed to be Abassador Atom. Hence the cape.

And I think the funny shaped head and placement of his points is actually because Ambassador Atom was Atom's first appearance and therefore, drawn differently in a lot of panels



and I think the figure is trying to recreate that.

Hm, I wonder who made this? Merchandise for Ambassador Atom doesn't seem like it'd be all that common... unless this is a commemorative piece? It's pretty neat, though, all the same; aside from the weirdness of his footwear, it is a very nice looking figure! I wouldn't mind owning a figure like that.
