Let's put aside the fact he is a robot (correct me if I'm wrong, but Pokemons are not robots).
I would say that Dr. Tenma wanted to train his Pokemon AND chose himself the adversaries. Therefore he gave his Pokemon to someone else ( Dr. O'Shay ), and provoke battles with others he has in stock or create

Well There are mecha or robotic Pokemon. Astro would qualify as an electric-mecha type.
