He looks like his pet baby Denebian Slime Devil just died and was unceremonially flushed down the toilet.

A fully-grown Denebian Slime Devil reaches 1 to 2 meters and 75 kg weight, so a baby could be about 30 centimeters and 15 kg. Would that really fit the size of a common toilet?
There's a chance to survive this trip since that amphibian got some 'breathing tubes'.

Yeah, but a pet goldfish just seems to common to be funny, & the Denebian Slime Devil was the only creature that came to mind.

Off topic answer: Well, all of my Tobio images are sad ones which is provided by the ever generous fafner. And I think that pic expresses much of my inner self, sad and lonely but I actually enjoy being lonely, because I could draw peacefully and w/o distraction. If someone has a smiling Tobio pic would you post it here thanks.

You are very talented at this. Can you do one of him frolicking in the sprinkler (same pose)? I really think that is one of the cutest things a kid can do.
