The name of the comic is Gernica, and it is only a few pages long. Definitely a one off gag.

I think Dark Horse spelt it wrong. The Tezuka site calls it Guernica. Babelfish translates it that way too.
I don't know what it means though. There's a city in Spain called Guernica, and a Picasso painting called Guernica about the Spanish Civil War (no snails! . It might just be a generic giant-monster-smashing-Tokyo name, like Godzilla or Biolante.

I asked Ataru Moroboshi, who is a Spaniard about this episode, & he told me that the symbolism in Picasso's painting related to the destruction of that city during the Spanish civil war. He had learned that in school. Moreover, I found webpages about it, saying much the same thing.
