He was programmed to lie to protect Pearl from the truth. If somehow Pearl told True that lying wouldn't protect her, Asimov's Laws of Robotics wouldn't have justified the lies anymore (provided True would be bound to these laws of course, which is not the case in Tezuka's works).
The real sign that someone has become a fanatic is that he completely loses his sense of humor about some important facet of his life. When humor goes, it means he's lost his perspective.

However, it does seem that Tezuka's robots at least in Atom's world are assumed to be incapable of lying. In that very episode at the end, Atom deceives the girl by immitating True's voice & by assuring her that everything was ok, much to his classmates' surprise. In the beginning DW comments to his class that Atom cannot lie. However, Atom is not an everyday robot. He was designed to live the life of Tobio, so his creator obviously incorporated several features that made him more human-like.

In the Chronicles (manga 6-8) Tenma scolds him for wanting to associate with other robots. He tells him that he is different from other robots. His non-robot-like qualities were necessary for him to fill the role of Tobio. However, Tenma soon realized they were not enough to make him human.

In the 2003, the robots in the kingdom of (I forgot the name) were avoiding their mistress because they knew if she questioned them, they were helpless to hide the surprise dragon they were making. However, one could infer that the avoidance itself was a form of deceit, because by avoiding her they were hiding the truth from her. :lol:

Uran:If I'm able to create a toy for Robbie Productions, it has to be something with Robbie's face on it. So, I created, the Robbie Sports Car! It holds tons of Robbie's actions when played by the remote control! It has super speed, atomic lasers, and even tae-kwon-do!

Astro didn't technically lied. He took True's voice and said he was allright. No lie in the sentence semantic ;)
Of course one can argue that Astro intended to deceive Pearl by making her believe that True was the one saying he was allright :D So what is the lie? the intend to deceive or the formulation of a semanticly false sentence? :P
