Did you click on "Go Advanced"? That's assuming you are in the quick edit mode.

Click the Add Reply button to start a new post.

Then you should be able to see a bunch of smilies on the right. Clicking the smiley should insert : eek : (without spaces) into your message. When you click Preview Post or Submit Reply, it'll turn it into the right picture.
