Yes, but the futuristic world of Astroboy features cars without wheels, they simply fly from the start. Modern aircarft use tires while taxiing down the runway, but VTOL aircraft do not need to taxi because they can fly vertically. Likewise, hover cars in Astroboy, they do not need to reach a minimum speed before flying, either.

It is rather funny how he does and ad for a car when he sort of died from one and being in the future and stuff...but it's still pretty cute when you think about it!
