I think you are reading too much into the story. You are asking a question that assumes Astroboy is a technological marvel; but this entirely misses the whole point of Astroboy. Tezuka, like many other authors, created fiction that aside from entertaining its readers, also conveyed his message. Tezuka used his Astroboy stories to ask his readers if man's technology had outpaced man's wisdom. Atoms page (

Atom, after the destruction of robots created by selfish men asked why they creeated robots for such purposes? Dam Dam (Goliath), Robio & Robiet immediately come to mind, but there are others. Humans created these sentient beings, deprived them of the joys that humans take for granted, and use them for their own selfish means to and end.
Dam Dam was equipped with an extremely destructive ray on his head, & although he was originally placed upon a remote planet, he was an emotional robot, who lost his temper easily. The combination was tragic, but his creators thought nothing about his needs only their own.
Anyway, Yani Natta (Ohno) & Ijio Haruzo (Ornery) cared nothing about the happiness of their own creations, whom they considered their own children. They only used them as an ongoing competetion to build a better robot.
Victor Von Frankenstein, whom I usually envision as Peter Cushing, created his monster, an intelligent sentient being, just to see if he could create such a being. Upon succeeding, he immediately sent the poor wretch away, becuase he was ugly. The damned SOB should have thought about that before bringing him to life! Dr. Tenma created the robot Tobio for the sole purpose of relieving his own grief at the death of the human Tobio. He thought nothing about the happiness of this sentient being whom he just created. Whether he rejected his creation because of lack of growth or because his robot made mistakes, he thought only of himself. Thus, Dr. Frankenstein and Dr. Tenma are alike.
