There are dual audio DVD rips on Usenet with subtitles, but you have to pay for Usenet access anyway. Via legit channels your only choice is Manga's DVD boxset, available from online anime shops, Amazon, EBay, etc. Look for the red box with "A Hero For All Ages" printed on it. It's around US$20-$30 and the quality is great. Dual audio with optional subtitles.
No fansubs were ever made, and now that the DVDs are available it's unlikely anyone will bother. A fansub group would be more likely to subtitle the 1960s episodes that were never dubbed into English.
The Darkhorse version is the English translation of the manga comics. I don't believe scans are available, but you can buy volumes for about US$7 each on EBay. There are 23 volumes in the set.
(Tezuka's spin-off series Astro Cat is available at Manga Fox, presumably because it hasn't been licenced.)

The 1980s? i would suggest you take a peek on youtube there is 1980 s astroboy in english there are japanese dub too but chinese dub though
the 2003 version i will suggest you go on veoh .com you will see astroboy 2003 version there but english dub

What do you mean? I'm not sure I understand. Do you mean a Japanese version with subtitles? If so, I don't think there are any free online (except maybe the first two episodes on Anapan's server?).
The 1980 series is available in North America though (from Manga Entertainment). That version has the Japanese audio with English subtitles. Of course it's not free, but it's not very expensive either. If you like the English version online, then it would probably be a great gift to ask for.
The 1980 English version is very similar to the 1980 Japanese version though (except for the first two episodes wrapped up in one). It's not even close to be as bad as the differences between both 2003 versions.

Of the manga, the most in-depth story arc is found in volumes 6-8; however, this version came some 15 years after the 1st stories. It, (the chronicles of Astroboy) was generally more intense than the earlier versions, but as I said, the stories are rather fleshed-out.
However, there are several stories that are classics. Here is one:
The Greatest Robot on Earth (Manga Vol. 3). You should be able to get this for around $10 from Amazon.com; it is the #1 most popular Astroboy story. There are 3 animated versions & 3 manga versions; although only half were from Tezuka himself. Also in v. 3 is Mad Machine. These are the 54th & 27th stories, respectively.
