I don't know, it might be a real animation scene it looks like a animation-cell.

It certainly looks like the genuine article to me. Unless it's a very skillfully clever fan made picture.

If it's an animation cell, I'd say it must be from some deleted scene from a 1980's episode.

I agree that it looks like a cell. It is most likely from one of the movies never released on video that another thread was talking about.

Oh, this is from a Japan-exclusive video special, "Greatest Mystery of the 20th Century". In it, Tezuka accidentally ends up staying in a hotel with all his characters. I know there was a party scene where Uran and Astro dance, and Uran's wearing that exact dress. (Also, they lived with Tenma, who was now nice and in an electric wheelchair.)
