I've seen a few people here reference this wierd looking thingo, i've even actually seen in the anime even though it's only on screen for about half a second.

So does this thing have any purpose at all? Is it a character from the old days I haven't come across yet? Or is it just a random smilie?

He's one of those random characters Tezuka threw in his manga to lighten up the mood when things got too serious. For example, Astro would be fighting a badguy in a cave and suddenly a whole slew of them would just fall from the ceiling and no one would notice. Or, someone might turn a corner and there he would be just sitting there (although he would usually get kicked out of the panel by someone).

He's basically a running gag.
